Short answer
This free calculator shows what one planned Emirati hire does to two separate results: the MoHRE Emiratisation quota, and an estimated National ICV score. For the quota it shows the required number of Emiratis, the shortfall, the 2026 exposure and the contribution the hire avoids. For ICV it shows points by route, the net annual cost of the hire and the cost per ICV point. The ICV score is an estimate, not a certified score, and MoHRE's own figure for the quota is authoritative. MoHRE has not announced a 2027 target, so only 2026 values are used.
The 2026 values used
Every rule below is a 2026 value. The calculator refuses a date after 31 December 2026 rather than guess a 2027 figure. Two limits apply. The text of the ministerial resolution is an unofficial translation, and MoHRE rounding of a fractional requirement is not published.
| Rule | Value used | Where it comes from |
|---|---|---|
| Required Emiratis | 10% of skilled workers at the 31 December 2026 checkpoint, for establishments with 50 or more workers | Resolution 279 of 2022; Gulf News, 30 October 2026 |
| Floor | At least one citizen per 50 skilled workers or part of 50, shown separately | Resolution 279 of 2022, unofficial translation |
| Contribution per missing Emirati | AED 10,000 a month, AED 120,000 a year | WAM via Zawya |
| 20 to 49 band | 2 Emiratis required; the 2026 contribution amount is not published, so no exposure is shown | u.ae, updated 15 October 2026 |
| Pay floor | An Emirati paid below AED 6,000 a month does not count from 1 July 2026 | Gulf News |
| Employer pension | 12.5% of salary, counted as a cost only | u.ae |
| Emiratisation component | 2 points for any Emirati spend up to AED 200,000, then 13 points at AED 19.8 million, pro rata, plus the 2 | MoIAT ICV Template, September 2025 |
| Headcount bonus | 0.05 of a point for each Emirati, inside a combined bonus cap of 5 | MoIAT ICV Supplier Certification Guidelines, September 2025 |
Common questions
Is the ICV result a certified score?
No. It is an estimate from the figures you enter, using the published National ICV formula for the Emiratisation component and the Emirati headcount bonus. Only a certifying body empanelled by the Ministry of Industry and Advanced Technology can issue an ICV certificate, from audited financial statements.
Is the quota result MoHRE's figure?
No. MoHRE's own figure is authoritative. The calculator estimates the required number as 10% of your skilled workers. If you copy the required number from your MoHRE dashboard into the optional field, the calculator uses that instead.
What happens to the target in 2027?
Not announced. MoHRE's messaging in October 2026 covers only the checkpoint on 31 December 2026. No target or contribution amount has been published for 2027, so the calculator uses 2026 values only and does not guess.
Which Emiratis count toward the quota?
A valid work permit, wages paid through the Wage Protection System, registration with an approved pension fund and a genuine labour contract. From 1 July 2026 an Emirati paid below AED 6,000 a month does not count. The calculator assumes the planned hire meets every condition except pay, which it checks. The skilled level is your own attestation.
Why does the cost per ICV point show "up to" or "from"?
The local value route needs your total cost, and it assumes none of your other costs earn local credit. The real gain from that route is lower, so the points are the most the hire can add and the cost per point is the lowest it can be. Without total cost, the calculator counts only the Emiratisation and headcount bonus routes.
Are the figures I enter sent anywhere?
No. The calculation runs in your browser and nothing you type into the form is transmitted, stored or logged. If you ask for the one-page joint plan, only your email address and the page you came from are sent.
