Estimate your ICV score

Figures you type into the form stay on your device unless you choose to email the result, and then only the points per component are sent. If you use the box below to say or type your figures, or upload files, those words and files go to Auditro and OpenAI to find the figures. Auditro does not store them.

Short answer

Auditro's ICV score calculator is a free tool that estimates a UAE In-Country Value (ICV) score from figures in a company's audited financial statements, using the formula in MoIAT's September 2025 ICV Template. It covers both versions of the formula, goods manufacturer and service provider, and all six components: Manufacturing Cost or Third Party Spend (50 points), Investments (25), Emiratisation (15), Expat Contribution (10), the ICV Bonus (up to 5) and the Advanced Technology and Sustainability Bonus (up to 6 for manufacturers or 3 for service providers). The result shows the points for each component and ranks the components with the most unclaimed points. No sign-up or email is needed to see it, and every figure typed into the form stays in your browser. It is an estimate, not a certified score: only a MoIAT-empanelled certifying body can issue an ICV certificate.

Does the calculator only model 60% of the formula?

No. The current calculator does not stop at 60% of the core formula. That description is from the original calculator released on 2 September 2026. It modelled 60 of the 100 core points: the 50-point Manufacturing Cost or Third Party Spend component and the 10-point flat base of Investments. On 19 September 2026 it was replaced by the current estimator, which also calculates the 15-point progressive Investment top-up, 15-point Emiratisation component, 10-point Expat Contribution, the ICV Bonus and the additional technology or sustainability bonus. Old search summaries can persist until a page is recrawled; the dated coverage on this page and the six-component result shown by the calculator describe the current version. It remains an estimate rather than an issued ICV certificate.

What the calculator asks for, and where each figure comes from

A complete estimate is built from the figures already in the records a certifying body would ask for. Total cost is derived from the other figures rather than entered directly; anything left blank counts as zero, so an estimate built from partial figures understates the result rather than overstating it.

How the estimate is calculated

The calculator applies the six calculations MoIAT publishes, with MoIAT's weightings. Each core component is a ratio against the entity's own totals multiplied by the component's weighting, and the progressive components are read from MoIAT's tiers. The arithmetic is the same module the Auditro product scores an entity with, so the same inputs give the same points on this page and in the product.

The tiers are transcribed from MoIAT's September 2025 ICV Template. When MoIAT revises a tier, the module changes once and this page changes with it, which is why the report names the formula version it ran.

Manufacturing Cost, goods manufacturers (50 points)
(Credited purchases + UAE depreciation + Emirati cost + 60% of expatriate cost) ÷ Total cost × 50Credited purchases are wholly UAE-manufactured spend at 100%, plus other UAE suppliers at their spend-weighted ICV score with a 50% floor, plus suppliers outside the UAE (including free-zone service providers) at their ICV score or 0% without one. Emirati cost enters here in full and again in Emiratisation, so employing Emirati staff acts on the score in two places at once.
Third Party Spend, service providers (50 points)
(Credited vendor spend + depreciation + Emirati cost + 60% of expatriate cost) ÷ Total cost × 50A UAE-based vendor counts at the higher of a 10% floor or its spend-weighted certified ICV score; a vendor outside the UAE, including a free-zone service provider, counts at its certified score, and at 0% without one.
Investments (25 points)
(UAE net book value ÷ Total net book value) × 10, plus 0 to 15 progressive points as UAE net book value rises from AED 5 million to AED 150 millionThe progressive part is awarded in three bands of 5 points each: AED 5 million to 50 million, 50 million to 100 million, and 100 million to 150 million.
Emiratisation (15 points)
2 points for any Emirati salaries, donations or training cost, then about 0.66 of a point per AED 1 million of that combined cost, to a maximum of 15MoIAT's template reaches the full 15 points at AED 19.8 million of combined Emirati cost; the accompanying guideline's prose states AED 20 million for the same tier.
Expat Contribution (10 points)
1 to 3 points for an average of 1 to 5 expatriate employees across the year, 4 to 6 for 6 to 50, 7 to 9 for 51 to 200, and 10 for more than 200Tiered by average headcount, entered as a whole number, not by cost. Expatriate cost acts on the score through the 60% term in the core component instead.
ICV Bonus (up to 5 points)
(Export revenue ÷ Total revenue) × 5 + (Emirati employees ÷ 100) × 5 + (Growth in UAE net book value ÷ Previous UAE net book value) × 5, capped at 5Total revenue is the sum of UAE revenue, re-export revenue and export revenue. The export term scores only for an entity based within the UAE; a free-zone service provider is treated as based outside the UAE and does not earn it. Asset growth counts only when positive.
Advanced Technology and Sustainability Bonus (up to 6 points; 3 for service providers)
ITTI score of 30 or more: 3 points; 40 or more: 4; 60 or more: 5. Plus 1 point for a valid ISO 14001, ISO 14046, ISO 50001 or Green Industries Label certificateService providers cannot earn ITTI points. They earn half a point for each of four implemented sustainability policies, plus 1 for a valid certificate, capped at 3.

Goods manufacturer or service provider: which formula applies

MoIAT publishes two versions of the ICV formula. The goods manufacturer version applies to an entity that manufactures goods in the UAE. The service provider version applies to every other supplier, including a trader of goods it does not manufacture. The certifying body confirms which version applies when it assesses the entity.

The difference is the 50-point core component and the cap on the sustainability bonus. A manufacturer is measured on manufacturing cost incurred in the UAE; a service provider on third-party spend weighted by each supplier's ICV score. Investments, Emiratisation, Expat Contribution and the ICV Bonus are calculated identically. The sustainability bonus is capped at 6 points for manufacturers, who can also earn points from the Industrial Technology Transformation Index (ITTI), and at 3 for service providers.

If you are unsure which version applies to your entity, run the calculator both ways. The gap between the two results shows how much of the score depends on the classification, and that is a question to settle with the certifying body before the figures are audited, not after.

How to read the result

The number that matters is not the total but the gap between each component and its weighting. A Manufacturing Cost component returning 36 of a possible 50 says something specific: roughly a quarter of the largest weighting in the formula is unclaimed, and the numerator is where to look for it. The report ranks components by unclaimed points and states, beside each one, the input that moves it.

Because every component is a ratio against your own totals, the result is not comparable with another company's, and there is no published national benchmark to compare it against. The threshold that matters is the one set by the buyer in the tender you are bidding.

Why the estimate can differ from a certified score

The calculator applies the formula in MoIAT's September 2025 ICV Template exactly to the figures you enter. A certified score applies the same formula to figures a certifying body has tested, and the testing is where the two can part.

Eligibility
A certifying body decides which costs, assets and employees are eligible, from audited financial statements and supporting records. The calculator takes your figures as typed.
Supplier weighting
The formula weights every purchase by that supplier's own certified ICV score. The calculator groups spend rather than reading it row by row — for service providers, UAE vendors at or above 10%, UAE vendors below 10% or uncertified (counted at the 10% floor), and outside-UAE vendors; for manufacturers, UAE goods manufacturers at 100%, UAE service providers at or above 50%, UAE service providers below 50% or uncertified (counted at the 50% floor), and outside-UAE purchases at their ICV%. Within each group the template's rule is linear, so a spend-weighted average gives the same result as weighting purchase by purchase. The limit is that a supplier entered in the wrong group is caught only when its group's average crosses the threshold.
One entity, one year
A certificate covers one legal entity and one financial year. Group figures, or figures spanning two periods, produce a number no certificate will match.
Tier revisions
MoIAT revises the progressive tiers from time to time. The calculator applies the tiers in MoIAT's September 2025 ICV Template; a certification assessed under a later revision may differ.
Scores above 100
MoIAT's template adds the bonuses on top of the core components without a cap, so the calculator's total is not capped at 100 either. Whether a certificate itself ever prints a total above 100 is not confirmed by any source reviewed here.

Common questions

Does the calculator only cover 60% of the ICV formula?

No. That was true only of the original version available before 19 September 2026, which calculated the 50-point operating component and the 10-point flat Investment base. The current calculator estimates all six published components, including the progressive Investment tiers, Emiratisation, Expat Contribution and both bonuses. It is a complete formula estimate from the figures entered, but it is not a certified score.

Is this an official ICV score?

No. It is an estimate produced in your browser by applying the MoIAT ICV formula to the figures you enter. A certified ICV score is issued only by a certifying body empanelled by the Ministry of Industry and Advanced Technology, after it assesses the entity's audited financial statements and supporting records, and only that assessment results in an ICV certificate.

Which formula does the calculator use?

The calculator applies the formula in MoIAT's September 2025 ICV Template exactly to the figures you enter, in both of its versions. Goods manufacturers are scored on Manufacturing Cost (50%), service providers on Third Party Spend (50%), and both on Investments (25%), Emiratisation (15%), Expat Contribution (10%), the ICV Bonus (up to 5%) and the Advanced Technology and Sustainability Bonus (up to 6% for manufacturers and 3% for service providers). The progressive tiers follow MoIAT ICV Template, September 2025 V1, and the calculation module is the same one the Auditro product uses.

What is the difference between the goods manufacturer and service provider calculation?

Only the 50-point core component and the cap on the sustainability bonus. A goods manufacturer is measured on manufacturing cost incurred in the UAE, plus Emirati cost and 60% of expatriate cost, against total cost. A service provider is measured on third-party spend weighted by each supplier's certified ICV score, plus the same Emirati and expatriate cost terms, against total cost. Investments, Emiratisation, Expat Contribution and the ICV Bonus are calculated identically, and the sustainability bonus is capped at 6 points for manufacturers and 3 for service providers.

Are the figures I enter sent anywhere?

Not unless you choose. The calculation runs in your browser and nothing you type into the form is transmitted, stored or logged. If you choose to email yourself the result, only the points per component and the entity type are sent; the cost, asset, payroll and headcount figures behind them stay on your device. If you use the option to fill the form from spoken words or uploaded files, the words you say or type in that box, or the files you upload, are sent to Auditro and OpenAI only when you use it, to find the figures. Auditro does not store the words or files. OpenAI does not use API data to train its models and may keep it for up to 30 days for abuse monitoring.

Why is only 60% of expatriate cost counted?

That is how MoIAT's published calculation is written. The numerator of the Manufacturing Cost and Third Party Spend components includes Emirati cost in full and 60% of expatriate cost. Expatriate workforce size is then weighted separately, by headcount, through the Expat Contribution component.

How are rent, utilities and government fees counted?

As third-party purchases at fixed ICV percentages set in MoIAT's September 2025 guidelines: water and electricity at 80%, rent for property or land at 80%, purchases from local farmers in the UAE at 80%, and UAE government charges and payments to governmental free zone authorities at 100%. Fuel and telecom count at the provider's own ICV score. The guidelines require every operating cost to be included in the template, so these costs belong in total cost as well as in the credited spend. In the calculator, enter them with UAE vendors certified 10% or higher for a service provider, or UAE providers certified 50% or higher for a manufacturer, and include their rates in that group's weighted average ICV.

What is a good ICV score?

There is no published national benchmark, so the question has no general answer. The threshold that matters is the one set by the buyer in the tender being bid, and it differs between buyers and between tenders. What the estimate is useful for is showing which component has the most unclaimed weighting: that is the component to work on before the next certification.

Can I use the calculator for a group of companies?

Run it once per legal entity. An ICV certificate covers one legal entity and one financial year, and every component is a ratio against that entity's own totals, so group figures produce a number that no certificate will match. How certification works across a group is covered on the multi-entity ICV page.

What do I need before I start?

The purchase ledger and depreciation schedule, split by supplier class — UAE suppliers above and below the certification threshold, and suppliers outside the UAE including free-zone service providers, each with its certified ICV percentage; payroll totals for Emirati and expatriate staff, including donations and training, with average headcounts entered as whole numbers; the fixed-asset register split between assets inside and outside the UAE, plus last year's UAE figure; and whether the entity is based within the UAE or, for service providers, in a free zone. Revenue split into UAE, re-export and export figures, and an ITTI score to two decimal places, are optional and feed only the bonuses.
