ICV certificate validity, renewal, cost and timeline

ICV reference

Short answer

A National ICV certificate is valid until the day before the 14-month anniversary of the audited financial statements' issue date (guideline §3.d; template Page 1 G44) — not from the date the certificate itself was issued, which is the distinction most published answers miss. Statements issued 15 March 2026, for example, give a certificate valid until 14 May 2027. MoIAT lists the service fee as AED 500 to AED 10,000 depending on company details, with issuance taking 14 to 28 working days, and the entity separately bearing the certifying body's costs.

Validity: until the day before the 14-month anniversary of the statements' issue date

The certificate is valid until the day before the 14-month anniversary of the audited financial statements' issue date (guideline §3.d; template Page 1 G44). Statements issued 15 March 2026, for example, give a certificate valid until 14 May 2027. That anchor matters more than the number: two companies certified on the same day can hold certificates expiring months apart, because the clock starts at their respective statements' issue date rather than at the certificate's own issuance.

The practical consequence is that a certificate can already be part-way through its life on the day it arrives. Planning a tender calendar against the certificate's own issue date, rather than the statements' issue date, will overstate how long the certificate has left.

Recertifying early does not extend the window
Obtaining a new certificate within the existing validity window does not restart the clock. The anchor remains the statements' issue date, not the certificate's own.
It is per legal entity
Each legal entity has its own financial year, so each holds its own certificate with its own expiry. A group tracks several expiries, not one.

Why published answers to this disagree

This is one of the most frequently asked questions about ICV and one of the most inconsistently answered, including by sources that ought to be reliable. The reason is worth setting out, because it tells you which answers to discount.

MoIAT's own service page for issuing an ICV certification poses the question — it carries an FAQ entry reading “For how long is the certificate valid?” — but does not publish a retrievable answer beneath it.

That page also carries a “Requirements” block listing an Initial Approval Certificate from a local licensing authority, a minimum of ten employees, and manufacturing facility capital of at least AED 250,000, alongside an FAQ entry about importing machinery before obtaining an industrial production licence. None of that describes ICV certification; it describes industrial licensing. The block appears to be template content carried onto the ICV service page.

Summaries built by reading that page therefore inherit requirements that do not apply and a validity figure that is not stated. Where a published answer cites the ministry service page for a validity period, it is worth checking what is actually on it.

What it costs, and why quoted figures vary so widely

Two different things get called “the cost of an ICV certificate”, which is why published figures range across an order of magnitude.

When comparing quotes, the question that separates them is which of those three the number covers.

The ministry service fee
MoIAT states that the fee depends on the company's details and can range from AED 500 to AED 10,000.
The certifying body's costs
Separately, MoIAT notes that the entity bears the costs and expenses of amending the accreditation activity, plus travel, transportation and the assessor's residence, and any additional expenses. These are not part of the service fee.
Advisory fees
Figures quoted by consultancies generally price their own preparation work and the certifying body's audit, not the government fee. A quote of several times MoIAT's range is not necessarily inconsistent with it — it is measuring something else.

Timeline and how a certificate is issued

Service time
MoIAT lists 14 to 28 working days for the service.
Who assesses
An empanelled certifying body assesses the submission against the entity's audited financial statements. The certificate is generated through the ministry's platform; a signed template page produced by an auditor is a working document, not a certificate.
Verification
Certificates carry a UAE Pass eSeal, and MoIAT operates a blockchain check where the QR code on the document can be validated against the ministry's records. A buyer can verify a certificate without taking the supplier's word for it.
Changing certifying body
A supplier is not free to switch certifying bodies at will; changing the body for a given year's certificate requires justification.

Common questions

How long is an ICV certificate valid?

Until the day before the 14-month anniversary of the audited financial statements' issue date (guideline §3.d; template Page 1 G44), rather than from the date the certificate itself was issued. Statements issued 15 March 2026, for example, give a certificate valid until 14 May 2027. Because the clock starts at the statements' issue date, a certificate may already be part-way through its validity when it is issued.

Does recertifying early extend my certificate?

No. Obtaining a new certificate within the existing window does not restart the clock, because validity is anchored to the financial statements' issue date rather than to the certificate's own.

How much does an ICV certificate cost in the UAE?

MoIAT states that the service fee depends on company details and ranges from AED 500 to AED 10,000. The entity separately bears the certifying body's costs, including assessor travel, transportation and residence. Consultancy quotes usually price preparation and audit work rather than the government fee, which is why published figures vary so widely.

How long does it take to get an ICV certificate?

MoIAT lists a service time of 14 to 28 working days. That covers the ministry's part of the process and does not include the time needed to assemble evidence or complete the certifying body's assessment.

Can two certifying bodies produce different ICV scores from the same data?

The assessment is made against audited financial statements under a published formula, which constrains how far results should diverge. A supplier is also not free to change certifying body at will, since doing so for a given year's certificate requires justification, so the choice of body is a decision with consequences across the certification cycle.
