What is In-Country Value (ICV)?
ICV measures the value a legal entity keeps in the UAE through local spend, employment, and investment. Each entity receives its own certificate.
Auditro shows finance and procurement what to change before the tender, and which evidence will defend every point.

Review 1.2M of local supplier spend
The four ideas finance and procurement teams need to act early.
ICV measures the value a legal entity keeps in the UAE through local spend, employment, and investment. Each entity receives its own certificate.
A shadow score estimates today’s ICV position from current records. It is a forecast, not a certificate.
Local spend, supplier certificates, payroll, and qualifying fixed assets move the score.
Every claim must trace to purchase orders, invoices, supplier certificates, payroll, assets, and audited accounts.

Enter purchases by supplier class, payroll, assets and headcount figures — total cost is worked out for you — and the free calculator returns an estimated score with the points per component, in about five minutes with your audited statements. It applies the formula in MoIAT's September 2025 ICV Template exactly to the figures you enter, in your browser.
National ICV is the common UAE certification methodology. Abu Dhabi and ADNOC use that certificate through their own procurement rules; Dubai currently operates a separately disclosed local-procurement framework.
One standardized supplier score, normally certified per legal entity and licence. Following the April 2026 Cabinet decision, National ICV is transitioning to mandatory application in selected sectors. The buyer still determines how the score affects a tender.
Abu Dhabi and ADNOC apply the National ICV certificate. Dubai publishes a separate local-procurement framework.
Dubai publishes local-procurement criteria separately from the National ICV certification method.

A commercially competitive bid can still enter evaluation 2.3 ICV points behind.
Supplier allocation, certificate renewal, payroll treatment, and asset classification can still move.
A live shadow score replaces the annual surprise. Every entity, certificate period, buyer context and tender rule stays separate, visible and current.

1.2M · Procurement
An ICV score is not a number to discover at year end. It is a commercial position that finance and procurement can still change, if they see the route early enough.

Put your own numbers against this
I studied mechanical engineering and business at the University of Toronto and passed CFA Level I.
My professional background spans capital projects, commercial analysis, procurement, financial modelling, and operational reporting. Across that work, the same gap kept appearing: important decisions were spread across teams, while the evidence behind them was assembled too late.
Auditro brings the score, the available actions, and the supporting evidence into one view while there is still time to change the commercial outcome.

Not the ministry directly. A supplier is assessed by a certifying body, an audit firm empanelled by the Ministry of Industry and Advanced Technology, which reviews the submission against the supplier’s audited financial statements. The certificate itself is generated by the MoIAT ICV platform; a signed template page produced by an auditor is a working document, not a certificate. A supplier is also not free to move between certifying bodies at will, because changing the body for a given year’s certificate requires justification. Choosing one is a decision with consequences for the whole certification cycle rather than an administrative formality.
No. ICV is certified per legal entity. A holding group with five operating companies holds five scores, five certificates, and five sets of evidence, each tied to that entity’s own trade licence and financial year. Entities do not pool their results, and a strong score in one does not lift a weak score in another. This matters most at bid time, because the entity named on the tender is the entity whose score is evaluated, not the group or the best-performing sibling. Groups that bid through several entities have to manage several score positions in parallel.
That is decided by the buyer, not by the certification methodology. National ICV produces the certified company score; the buying organisation’s procurement documents determine its weighting, any threshold, and how it trades against price. Abu Dhabi uses the unified certificate within a published procurement overlay, while ADNOC adds tender- and project-specific localization mechanisms. Dubai’s TASHAROK framework publishes local-procurement criteria but no general numeric supplier formula or tender weighting. The certificate and the tender rules therefore have to be read as separate layers.
While the financial year is open. The score is calculated from that year’s transactions, including third-party spend, payroll, fixed assets, and supplier certificates, so it moves while those transactions are still being made. Once the year closes and the accounts are audited, the inputs are fixed and the certified score follows from them. This is the timing problem in one line: certification happens after the year it describes, so by the time a score is confirmed, every decision that produced it has already been taken. Improving next year’s score is work that has to happen during next year.
No. Auditro is software. It is not a certifying body and not an Accredited Service Provider, it does not certify scores, and it does not guarantee tender outcomes. What it does is maintain a running estimate of where an entity stands, rank the decisions that could change that position, and keep every score component traceable back to the purchase orders, invoices, supplier certificates, payroll records and asset entries behind it. When certification comes round, the evidence is already assembled. The certificate itself still comes from a certifying body through the ministry’s platform.
The answer now depends on both sector and customer. An April 2026 Cabinet decision began moving National ICV from an incentive model to mandatory application in selected sectors, including federal entities and companies with government ownership of at least 25%. Outside that scope, procurement requirements still vary by buyer: Abu Dhabi and ADNOC use the National certificate through their own rules, while Dubai’s TASHAROK framework is a separate local-procurement context. The applicable sector decision and tender documents remain the controlling sources.

The first call starts with one entity and one tender. It is a discussion, not an assessment. We talk through where your gaps are likely to be, then agree whether there is anything worth looking at properly.
A high level conversation about the entities you run, the National certificates you manage, the buyer rules you face, and the tenders you are chasing. No score, no analysis, nothing to prepare.
Book a 30-minute conversationIf it is worth continuing, we agree which entities and certificate periods to look at, and what data already exists across your ERP, supplier register, and payroll.
With your own data connected, the shadow score shows where each entity sits against the thresholds you bid into, and which claims still have no evidence behind them.
From there it is continuous. What to change, what it costs, what it moves, and what proves it, before the next tender rather than after it.
